Gerçək hadisələrə əsaslanan filmdə, ABŞ Senatının Mərkəzi Kəşfiyyat İdarəsinin (CIA) 11 sentyabr hadisələrindən sonra həyata keçirdiyi Saxlanılma və Dindirilmə Proqramı ilə bağlı apardığı araşdırmadan bəhs edilir. Baş tədqiqatçı Daniel Jones-un proqramın qəddar, əxlaqsız və səmərəsiz olduğunu üzə çıxaran və bir çoxlarının gizli saxlamaq istədiyi bu hesabatı ictimaiyyətə çatdırmaq üçün göstərdiyi yorulmaz mübarizə təsvir olunur.
