Bruklin körpüsündə sərnişin avtobusu partladıldıqdan sonra Nyu-York küçələrində gərgin bir mübarizə başlayır. FTB agenti Entoni "Hab" Habard (Vaşinqton) və ABŞ ordusunun generalı Uilyam Devero (Uillis) günahkarları tapmaq üçün hərəkətə keçirlər. Onlar bir tərəfdən dağıntıların qarşısını almağa çalışır, digər tərəfdən isə hər addımbaşı partlayıcı təhlükəsinin olduğu bir şəraitdə amansız terrorçulara qarşı müharibə aparırlar.
