Frank Drebin bu dəfə Vaşinqtonda ətraf mühitə qarşı qurulan bir sui-qəsdin üstünü açmağa çalışır. Pis adam Quentin Hapsburg (Robert Goulet) prezidentin enerji siyasətini sabotaj etmək üçün ekoloq Dr. Meinheimer-i (Richard Griffiths) qaçıraraq yerinə saxtasını qoyur. Drebin keçmiş sevgilisi Jane (Priscilla Presley) ilə birlikdə həm sui-qəsdin qarşısını almağa, həm də eşqini xilas etməyə çalışarkən, yenə bir sıra absurd və gülməli hadisələrə yol açır.
