Christopher Boyce (Timothy Hutton), Amerikan müdafiə şirkəti TRW-də çalışan və dövlətin məxfi sənədlərinə çıxışı olan idealist bir gəncdir. ABŞ-ın xaricdəki əməliyyatları haqqında məlumat əldə etdikcə, ölkəsinə olan inamını itirir. Ən yaxın dostu, narkotik satıcısı Daulton Lee (Sean Penn) ilə birlikdə bu məlumatları Sovet İttifaqına satmağa başlayır. Lakin bu təhlükəli oyun, CIA və KQB-nin diqqətini çəkdikləri üçün nəzarətdən çıxır. Boyce-nin zəkası və Lee-nin qayğısız davranışı hər ikisini getdikcə daha böyük bir tələyə sürükləyir.
