1949-cu il, Los-Anceles. Şəhər qəddar və anadangəlmə fırıldaqçı Mikki Koenin nəzarəti altındadır. Narkotik, silah və qadın alverini təkbaşına idarə edən Koen, güclü mafiya üzvləri ilə yanaşı, yerli polisi və hətta siyasətçiləri də öz tərəfinə çəkib. Los-Anceles Polis Departamentində heç kim onun qarşısına çıxmağa cəsarət etmədiyi halda, bölməyə kənardan dəstək vermək üçün təyin olunan leytenantlar Con O'Mara və Cerri Vuters Koenin işlərinə mane ola biləcəklərmi?
